In most instances cleaning the sheaves with hot soapy water to remove dirt and debris will free them up and allow them to rotate. If cleaning with fresh water does not fix, then look at replacing with a new sheave. It is possible to remove the sheave from the organiser. Using a large flathead screwdriver remove the washer and the sheave can be removed.
